KIPPRA hosted a two-day stakeholder workshop on 17th and 18th July, 2023, to discuss a Pan-African initiative for the governance of global carbon emissions. The discussion focused on the need to have the countries responsible for the greatest emissions take the lead in securing global temperature targets.
The workshop brought together key stakeholders in government, development partners and civil society to explore ways in which Africa in general and Kenya in particular can lead this debate..
The KIPPRA team in attendance was led by Executive Director Dr Rose Ngugi and three directors from Economic Management, Integrated Management and Corporate Services. Dr Moses Muthinja, who heads the Directorate of Integrated Management, coordinated the programme, which entailed a thought-provoking presentation by Mr Peter Doyle, a former senior economist at IMF, on the need to examine the ongoing global emissions debate through a Pan-African lens. He availed a first of its kind data, with detailed comparisons of emissions stock between OECD and Africa.
The participants observed that with the current global carbon emissions set at 1.5 ° C and net zero for all by 2050, Africa stands to lose on its development ambitions since industrial growth has to slow down in order to meet this target. This is especially because most of the big emitters are already developed countries whose economies can afford to slow down. Among the organizations represented at the forum included the University of Nairobi, Kenyatta University, Strathmore University, Central Bank of Kenya, Kenya Revenue Authority, National Environment Management Authority, Catholic Youth Network for Environmental Sustainability in Africa (CYNESA), Kenya Climate Change Working Group, Kenya Inter-University Environmental Students Association, and the Office of the President.
