KIPPRA, in collaboration with UNDP Kenya, Council of Governors and State Department for Planning, undertook a dissemination and capacity building workshops for senior county officers on the guidelines for development of 3rd generation County Integrated Development Plans (CIDPs) in all the 47 counties.
The exercise, which took place from 18th September to 30th September 2022, saw senior county officers from all the 47 counties gain in-depth understanding of the guidelines that are expected to be useful in entrenching integrated development planning in all counties and in enhancing the realization of the Government’s transformative agenda as well as aspirations of Kenya Vision 2030. The guidelines are also expected to provide requisite norms and standards for preparation of CIDPs and ensure uniformity in structure across all the counties.

The workshop which kicked off with Isiolo, Kiambu, Nairobi, Laikipia, Nakuru and Makueni counties gave senior county officers responsible for planning an opportunity to interact with technical officers from KIPPRA and State Department for Planning who gave the county staff technical support with development of 3rd County Integrated Development Plans (CIDPs). The exercise also saw KIPPRA disseminate findings from public affairs index and county business environment for micro and small enterprises (CBEM) studies. The findings from the two studies were very useful in the development of some of the indicators for the CIDPs.

The team also paid courtesy calls to county governors, deputy governors and county secretaries ahead of the dissemination workshops in the counties with KIPPRA Executive Director calling on Nyandarua County Governor Dr Kiarie Badilisha and Murang’a County Governor Dr Irungu Kang’ata, they discussed possible areas of collaboration including capacity building of county staff and continued technical support with the development of 3rd County Integrated Development Plans (CIDPs)


The workshop also gave counties chance to present the review of 2nd CIDPs and draft 3rd CIDPs. This enabled them to get feedback from technical team from KIPPRA and State Department for Planning on areas of improvement and discussions on the emerging issues from 2nd CIDPs were held. KIPPRA will continue supporting counties with development of CIDPs and follow up sessions for individual county will be done.
